Some filters are not rendered properly

Filters which use combination of Gaussian blur and composite effect render with artefacts in form of small unblurred horizontal lines. The filters that cause problems are "Etched glass" from /usr/share/inkscape/examples/filters.svg file and filter described by Kelan in this thread: http://www.inkscapeforum.com/viewtopic.php?f=5&t=1466 (attached below)

More generally, the compositing filter isn't rendered correctly (even by itself). See filters-composite-02-b.svg from the W3C SVG test suite at http://home.hccnet.nl/th.v.d.gronde/inkscape/ResultViewer.html (contains both links to the test SVG used and the W3C reference PNG).

(Even more generally, a lot of filters still don't pass their W3C tests.)

Confirmed on Ubuntu 9.04, Inkscape rev. 22247.
Changing the filters and blur quality in the preferences doesn't resolve the bug.

Still reproduced on Ubuntu 10.10, Inkscape 0.48.0-1ubuntu1.2 and trunk revision 10444 (new Cairo renderer).

Reproduced on Windows XP, Inkscape 0.48.5.
Not reproduced with 0.91 and trunk rev. 14007.
