update-manager display default message but i'm sure it isn't... ?

Binary package hint: update-manager
All Ubuntu distributions...
I always use Ubuntu and usually talk with my friend about it...
The ask me why the update-manager always display to the casual user as first message "Your system is up-to-date".
Casual user read this and he think "ok Ubuntu is up-to-date i don't need to make any check"
I suggest to show "System upgrade manager details..." or something else.
I think this may be considered a user interface communication bug.

Thanks for your bugreport.
In intrepid the message when update-manager starts up is "Keep your system up-to-date". Or is your bugreport about that for some people the automatic cron job that fetches the updates does not work?
