Bug Description
Binary package hint: xserver-
Spawned from bug 144077.
On a "default" Intrepid system, using the 'ati' driver, Desktop Effects cannot be enabled.
1. Go to System > Preferences > Appearance.
2. Click on the Desktop Effects tab.
3. Select Normal.
4. Error message (after flickering of switching window managers): "Desktop effects could not be enabled."

Hmmm. Not so sure if it's a correct duplicate. Just to put my 2 cents in, I had the same exact problem, and solved it thanks to this post:

simply ticking off the key /apps/metacity/ general/ compositing_ manager with gconf-editor let my ati card (using fglrx) enable visual effects again.
