explanation of inkscape/plain SVG on 1st ever file save

Bug Description
The very first time a file is saved on a Inkscape installation, i'd love for Inkscape to explain about Inkscape SVG and plain SVG.
Both have their (dis)advantages.

There are a few other items that would be good to point out to users as they first arrive. We should look into an overall solution for this.
