explanation of inkscape/plain SVG on 1st ever file save

Bug Description

The very first time a file is saved on a Inkscape installation, i'd love for Inkscape to explain about Inkscape SVG and plain SVG.
Both have their (dis)advantages.

Perhaps a better way would be to always warn when saving as Plain SVG, similar to how Libre Office warns before saving in Microsoft Office formats.
