[linux] Prevent launching multiple instances of Elisa

Bug Description

Under Linux, one can launch several instances of Elisa.

Steps to reproduce:

1) Launch Elisa
2) Minimize Elisa
3) Launch Elisa Again

Current result: Elisa is launched twice.

Expected result: the minimized instance of Elisa gets the window focus.

Fix partially committed to upicek. Elisa now authorizes only one instance to run at a time, but when trying to launch it again the currently running instance does not get the focus. This will be part of another bundle. Until then this bug is kept open.
