8.04.1 amd64 desktop LiveCD Install with incorrect language/locale

Bug Description

Dear Developers,

Recently, I'm trying to install a new system with Hardy 8.04.1 amd64 desktop live cd. But I come across this locale problem(bug?).

Problem 1:
- Boot the CD, and choose "Install Ubuntu" from the boot menu
- In the first wizard screen (step 1 of 7), I choose language as "Chinese(Traditional)"
- in the timezone selection screen (step 2 of 7), with the defaults set to "Taiwan", I choose "Hong Kong" instead
- In step 4 of 7, the some chinese characters of the install wizard become "Chinese(Simplified)", the correct fonts should be "Chinese(Traditional)"
- Step 6 of 7 is okay, showing "Chinese(Traditional)" characters
- In the summary screen (step 7 of 7), it is showing that I've chosen the "Chinese(Simplified)", which is incorrect. And all the chinese characters is using "Chinese(Simplified)".
After installation finished, it is actually running under "Chinese(Simplified)" locale, which is not i want.

Problem 2:
ok, now I go back to the beginning of the wizard, just install the ubuntu with "Chinese(Traditional)" in step1, and keep the "Taiwan" timezone in step2, the summary screen (step 7) is correct, showing "Chinese(Traditional)" as my choice. But after the installation, the system menu does not show in chinese characters (English menu instead), and most gnome programs are still running under english locale.
So I go to "System" -> "Management" -> "Language Support", and I found that "Chinese" language support is not installed yet. After i checked the "Chinese" language and press ok, the system auto install more language-packs, and after reboot, it becomes a fully working system with correct chinese menus.

I'd be glad if these bugs would be fixed in the next release so that it will not frustrate new users coming from this region (Hong Kong, which is using "Chinese(Traditional)" locale --zh_TW.UTF-8). Thanks!

Please look at the other bug report to see if there is any missing information that you can provide, or to see if there is a workaround for the bug. thanks for telling me this is a duplicate, I've checked the original bug, it is about incorrect locale for Hong Kong. As this bug last for 1 year already, is it going to fix anytime soon?

In addition, my report contains another bug about Taiwan locale, it will come out with an English environment (menus, programs, ...) after a successful HD install and reboot. Looks like the installer does not install language packs for chinese language at all. So please help to check this problem as well, thanks!
