quote symbols (English stile " " and Russian style «») cannot be changed sometimes

Binary package hint: openoffice.org

I use OpenOffice.org in Russian and English. When writing in Russian I must use quotes symbol in this format («»). when writing in English I must use this format (" "). Usually it is automatically changed when I change the language. But often (especially in footnotes area) it fails to work - the application gives me only English style. it forces me to copy-paste Russian quotes. it consumes time.

I use Ubuntu 8.04
openoffice.org 2.4.1.
