boost-dbg and boost-dbgsyms don't have the complete symbols

Bug Description

Both the boost-dbg and boost-dbgsyms packages do not ship debug symbols for the boost libraries. This can make debugging problems with the system very hard.

This patch enabled building debugging symbols which are then stored in the boost-dbg package (ready for use by the debugger when needed!). I assume the dbgsym package will also start working after this patch (but have no way to confirm it).
