Pictures thumbnails always re-generated even when already in cache

Bug Description
Steps to reproduce:
1) Delete your thumbnail cache in ~/.thumbnails
2) Start Elisa, go to Pictures/Photo Library/Folders/<a given folder containing photos>
3) Notice that it takes time to generate the thumbnails, wait for all of them in the folder to be generated. They should be cached in ~/.thumbnails
4) Quit Elisa, restart it, go to the same folder
Expected result: the thumbnails show up almost instantaneously as the cache is used.
Current result: the thumbnails take some time to show up as they are re-generated.
