Bug Description

When the alertEngine sends e-mails, it does not use mime headers and
encoding properly when the subject and/or body contains UTF-8 characters.
It basically assumes all alert messages are ASCII.

This causes most MUA's to display localized alert messages (e.g. in
Norwegian) with garbled international characters.

Close this bug if it is not going to be fixed in 3.4.x. In 3.5.x it is already fixed by the new Alert Engine implementation.

Fixed in alertengine rewrite for 3.5.0. Since this isn't a critical bug it won't be fixed in 3.4.x
