Bug Description

It is not necessary to include subsystem/alertEngine/IP.pm in the code, as
this should rather be a dependency to the NetAddr:IP-perl module.

As all ready mentioned this should have been an external dependency which won't be added in 3.4.3. NAV 3.5.0 contains a complete rewrite of alertengine making this a won't fix.
