Bug Description
The SMS daemon will happily start and fork off a daemon process even after
it knows that no dispatcher plugins were loaded successfully.
smsd should fail without forking off if no plugins can be loaded, since it
cannot do any useful work otherwise.
In combination with SF#1822737 this problem is hard to diagnose, the logs
only contains half understandable error messages each time a message is
attempted dispatched.
