Bug Description
The SNMP trap daemon cannot load any of its handler plugins from the
nav.snmptrapd.
missing its __init__.py . Thus Python doesn't recognize nav.snmptrapd as a
proper package.
The problem isn't easy to reproduce, because snmptrapd only imports the
plugins as traps are received and not at the start of the process.

Fixed in revision 4263.
Added __init__.py in nav/snmptrapd and updated Makefile.in to preperly
place it during install.
