Unsupported locale setting when testing localization

Bug Description

When trying to test a localized version of Elisa (French localization) by setting the LANG environment variable to fr_FR, Elisa does not start and I get the following traceback: "locale.Error: unsupported locale setting".

Steps to reproduce:
1) On a fresh checkout of upicek, generate the .mo files (`python build_all_plugins.py -c build_po`)
2) Start Elisa with the following command:
    $ LANG=fr_FR elisa-core/bin/elisa

Expected result: Elisa starts and is localized in French.

Current result: Elisa does not start and the traceback attached is generated.
