zopedoctest.functional does invalid url unquote

Bug Description

In Testing.ZopeTestCase.zopedoctest.functional a lot of code seems to be copied from Testing.ZopeTestCase.functional.

One issue we found in zopedoctest is that it does:

path = urllib.unquote(path)

This leads to paths that have a correctly encoded query string parameter to break test publication because encoded "?"s will confuse the following `path.split('?')` statement.

a) the unquote should go away
b) why is the code copied?
