Hotplug fails to recognize/operate on network cards if USB is disabled in BIOS

Bug Description

I was setting up my server with breezy, the special server cd. I checked some
stuff in the BIOS settings and decided to turn off usb as I dont need it on the
server and it might be a potential security vulnerability if someone puts in an
usb device.
However after that networking did not function anymore. Also the command
"ifconfig eth0 up" did not help. As I changed some other stuff together with
turning off usb I was not sure why it did not work anymore. I then saw something
about "hotplug" being for network devices and usb and decided to turn on usb
again and networking also worked properly again.

So it seems hotplug does not work for networking if there is no usb support on
the computer.

Yes, there was a bug in the hotplug script ... but we don't include that anymore.
