I execute Inkscape and starts at half size, i try to maximize the window and continues with the half size.
To get to a full window size, return to half size and I have to stretch the edge of the window with the mouse.
there is no other way

You most likely use Ubuntu at 1024x768 resolution. Ubuntu guys force
icons for usability reasons to some minimal size, which makes windows
too large to fit into screen.
When the window cant fit, metacity gets confused and you may see that
metacity made borders of window actually maximize, window contents not.

Lucky you, this issue is already fixed in svn version, now toolbars
loose icons to dropdown when window is made smaller.
On how to compile inkscape svn version you may search inkscape wiki for
"ubuntu compile inkscape" (google helps you most likely). This guide
there is quite straightforward, and gets you the latest version of
inkscape with many fixed issues (and probably some new ones).
