Bug Description
Currently, we have a pretty simple way to DOS PPAs, which is just to upload a build that OOMs the builder, causing a timeout, which offlines the machine.
It would be nice if the slave-scanner, upon seeing a builder timeout that's listed as a virtual builder, would attempt a ppa_reset rather than just offlining the machine as NOT OK.
