These dependencies are not wrong. When you installed libpam0g 0.99.7.1-5ubuntu6.1 and libss0.9.8 0.9.8g-4ubuntu3.3, you had hardy-updates enabled; you need to have it enabled now as well to install the devel packages which depend on them.
This is the "Recommended updates" option in the "Software Sources" administrative GUI.
