update-manager should provide changelog info for external packages

Bug Description

Binary package hint: update-manager

Hosting Ubuntu packages for the latest version of a programm becomes more and more popular. People use Lauchpad or their own repositories.
Some projects develop fast and update their packages frequently. The user would like to know about the new changes when the update manager shows the sign for uopdates.
But unfortunately, these news are only provided for "offical" packages.
This would also increase the security and reliability of Ubuntu. these new packages are normally packages that are in development and will enter multiverse one time. The more confident testers Ubuntu could get the better for all users!
