Change Add Section Assignment button

When you are logged in as a teacher and go into a section then click on Assignments you see a list of all assignments related to that section. There is a button to Add Section Assignment. You should not be able to add section assignments from this view. You should have to go to Setup -> Assignments -> Section-level Assignments to add/remove section assignments. The button should be changed to link to that correct page where you can add/remove section assignments and the label of the button should be changed to "Setup Section Assignments".
