Laptop screen dims when starting Ubuntu

Bug Description

Everytime I start up my laptop and get to the Ubuntu logo before the login screen the laptop screen dims to the minimal brightness. It doesn't matter whether I have the laptop on battery or not. This started after I upgraded from 7.10 to 8.04. My laptop is a HP Pavilion dv900 and the graphics card is an nVidia GeForce 8400M GS. I'm using the proprietary graphics driver that comes with Ubuntu.
