Bug Description
Debug mode is not automatically turned on when web.py is launched from the command line.
After setting "web.config.debug = True" an exception is raised on errors but no debugging information is shown:
"NameError: global name 'ctx' is not defined"
Complete traceback attached.

Debug mode is now turned on when using the built-in web server.
