There is already a package request for truecrypt (https://bugs.edge.launchpad.net/ubuntu/+bug/109701). There seems to be some licensing concerns.

Easycrypt does not make any sense without truecrypt, therefore there should be a decision to package truecrypt either in multiverse or universe and then put it in the dependency of easycrypt.

This seems to be a request for packaging of TrueCrypt, which as you noted, is bug #109701. I am therefore marking this as a duplicate of that report.

Note that EasyCrypt currently notifies the user that it needs TrueCrypt to work, and sends them to the TrueCrypt website to download the required package. As long as TrueCrypt is not found in the Ubuntu repositories, this is the correct behaviour for EasyCrypt.
