Matt - In Hardy the folder isn't shipped with any package as such. The linux-restricte d-modules- 2.6.24- xx-generic postinst script calls /sbin/lrm-manager, which creates the folder on install.
This doesn't appear to be the case in the postinst script for linux-restricte d-modules- 2.6.26- 5-generic
