i use 'bc -c' since at&t unix rel 3 vers 7 (early '80)
bsd+sunos+solaris at least, also know this option, here an
extract of solaris bc-man pages:

     bc - arbitrary precision arithmetic language

SYNOPSIS
     /usr/bin/bc [-c] [-l] [file...]

     /usr/xpg6/bin/bc [-c] [-l] [file...]
.......
.......
.......
OPTIONS
     The following operands are supported:

     -c Compiles only. The output is dc commands(*)
         that are sent to the standard output.

     (*) in reversed polish notation

From the README shipped with bc/dc 1.06.94:

"Since the POSIX document does not specify how bc must be implemented, this version does not use the historical method of having bc be a compiler for the dc calculator. This version has a single executable that both compiles the language and runs the a resulting "byte code". The "byte code" is NOT the dc language."

So, this won't be fixed.
