"Not using Translations" message on series & template pages

Bug Description

When a product does not use Launchpad Translations, we show a message to that effect on its main Translations page. Some people miss it, however, because they go straight to the release series or even the template.

Those pages should also show the message. Fixing this would also be a good excuse for fixing bug 193105.

The description could be better: when a product has not *enabled* use of Launchpad Translations.

Note: the fix doesn't actually add the notice to the template pages, but it does provide clear notices on the series pages. This was a cost/benefit tradeoff; if it doesn't reduce the problem enough we can file a new bug about it.
