[win32] [wmd] Messages not always sent when adding/removing a device

Bug Description
Steps to reproduce:
1. go to the video section menu
2. insert a usb key containing videos
3. remove properly said usb key
4. repeat steps 2 and 3 about 10 times
Expected behaviour: the usb key appears in the menu each time it's connected, and disappears each time it's disconnected
Current behaviour: at apparently random times, the key is not added to or not removed from the menu

The attached program should help putting the issue in evidence: it prints whenever the wmd plugin sends a message on the bus.
