single and double quote mark button does not work properly

Bug Description
Pressing the s & d quote button does not turn out the characters. Pressing the button twice does turn the s and d quote char, but using the char creates error messages in my java compiler.
Test.java:5: illegal character: \168
System.
Test.java:5: ';' expected
System.
Test.java:5: illegal character: \168
System.
Test.java:5: ';' expected
System.

Now I am unable to compile my programs.
