single and double quote mark button does not work properly

Bug Description

Pressing the s & d quote button does not turn out the characters. Pressing the button twice does turn the s and d quote char, but using the char creates error messages in my java compiler.

Test.java:5: illegal character: \168
  System.out.println(¨Test¨);
                     ^
Test.java:5: ';' expected
  System.out.println(¨Test¨);
                      ^
Test.java:5: illegal character: \168
  System.out.println(¨Test¨);
                          ^
Test.java:5: ';' expected
  System.out.println(¨Test¨);
                           ^
4 errors

Now I am unable to compile my programs.

At a minimum, we need:
1. the specific steps or actions you took that caused you to encounter the problem,
2. the behavior you expected, and
3. the behavior you actually encountered (in as much detail as possible).
4. the type of keyboard you have
5. the language configuration that you're using
6. the package that you were using to edit your java program ( You can learn more about finding the right package at [WWW] https://wiki.ubuntu.com/Bugs/FindRightPackage)
