Bug Description

I just proposed lp:~spiv/pyunit3k/hacking-file for merging into lp:pyunit3k, and it updated the "Last Modified" time for my branch.

I think this is wrong; the contents of the branch hasn't changed, just some metadata. When I see the branch listing at https://code.edge.launchpad.net/pyunit3k I thought "Last Modified" would mean when the contents of the branch were last modified; i.e. the last time a commit was made.

I can see some use in knowing the last time the metadata was touched, but I think that should be tracked separately to when the data was last touched.

Possibly bug 252452 is a symptom of this flaw.
