Thank you for taking the time to report this bug and helping to make Ubuntu better. This bug did not have a package associated with it, which is important for ensuring that it gets looked at by the proper developers. You can learn more about finding the right package at https://wiki.ubuntu.com/Bugs/FindRightPackage. I have classified this bug as a bug in nm-applet.

For future reference you might be interested to know that a lot of applications have bug reporting functionality built in to them. This can be accessed via the Report a Problem option in the Help menu for the application with which you are having an issue. It looks like Brian forgot to classify this bug as a bug in nm-applet. However, bugs are classified as belonging to source packages, not binary packages. As a result, I am classifying this as a bug in network-manager-applet, the source package that provides nm-applet.

My static setting after restart does not work (I have early upgrade of hardy to intrepid), so I had to manually set ip and default route

(ifconfig eth0 & route add default gw etc), in /etc/network is everything ok.

I had a similar problem when using the nm-connection-editor. It seems to me that it does not save a manual system configuration because the directory where the configuration should be stored is missing.

After creating the /etc/NetworkManager/system-connections/ directory, I was able to save the manual configuration and it is also automatically used when I restart the computer.

Unfortunately we cannot fix it without having more information. I've tried to reproduce this issue using Intrepid, but it works great for me! Please include the information requested at https://wiki.ubuntu.com/DebuggingNetworkManager. If you have trouble, do not hesitate to ask for more assistance. Thanks in advance.

I am now running 9.04 "Jaunty Jackalope" (alpha) which does not have any "Manual configuration..." item.
It is NetworkManager Applet 0.7.0.

So I don't have this problem anymore.
