windows stand alone v1.6 does not include parmiko - seriosly breaking expectaions.

to reproduce download the bzr-setup-1.6b3.exe (md5 , sig) 1.6beta3 Windows Standalone Installer
try to use it on a sftp (or other ssh) connection.

get:

C:\p>bzr checkout sftp://<email address hidden>/home/treeform/p/aff2aw 2aw
bzr: ERROR: Unsupported protocol for url "sftp://<email address hidden>/home/treefo
rm/p/aff2aw": Unable to import paramiko (required for sftp support): No module n
amed paramiko

This does not happen with 1.5 and really messed me up ( i tired to download and stick parmiko into plugins for example and lib dirs ) Other methods of working around of installing python v 1.6 and then installing paramkio on that also did not work.

I haven't confirmed paramiko wasn't specifically in 1.6b3, but it certainly was in builds before that and certainly is in both the 1.6.1 and 1.7 builds.
