Do a search on "hiv"
You get:
AIDS/HIV, Housing 2
AIDS/HIV, Prevention & Education 18
AIDS/HIV, Testing & Screening 14
AIDS/HIV, Treatment & Support 8
Advocacy, AIDS/HIV 8
Hotlines, AIDS/HIV 1
Information and Referral, AIDS/HIV
Some agencies show up in all results, for example Lowell Community Health
Center. It is a bit frustrating for the user to click through all the
categories to find the same agency.
What is the expected output?

You get a list of all the results (perhaps sorted by relevance)
Then down the side you get the headings:
