copy-package should ignore failures related with pending builds or pending publication binaries

Bug Description
Those two specific failures should treated as a warning only when using the command-line script.
The reason why we should do that is related with the way distro-team propagates security updates to the updates pocket the sooner as they can, despite of the fact that some unofficial architecture isn't built yet.
The way it is today, they are forced to wait all builds to quiesce before copying and usually hppa & ia64, which are very slow (and somehow unimportant) blocks the copy for a long time.
