Bug Description
Make it so unless dev-mode is active, no user can add a competency to the system (except through XML import)
Remove all other import methods.
Make the Add/Remove buttons dev-mode only.
Update Tests to reflect.

Justas is going to be removing the add / remove from global list as part of the competency redesign/refactor.
This bug will be split to only cover the removal from main. I'll make another for adding safe dev-mode add/remove.
