Brainstorm Local Timezone Setting Has No Effect

Bug Description

Refer to the Ubuntu QA Brainstorm user profile settings page:
http://brainstorm.ubuntu.com/user/USERID/edit

The user profile includes a setting for "Locale", in which the user can set a local timezone.

However, this setting does not appear to be reflected anywhere else in the Ubuntu QA/Brainstorm web site.

Most importantly/obviously, Brainstorm Ideas and Comments each have date/time timestamps, but regardless of user's Locale (local timezeone) setting, these date/timestamps are indicated in UTC.

These idea/comment date/timestamps should be indicated per user's local timezone setting.
