Malone XMLRPC-interface should expose a WSDL-document

Bug Description

The XMLRPC-interface should expose WSDL. This would make the job of making use of the interface much easier, at least trough pythons ServerProxy and such.

As an alternative, the https://help.launchpad.net/MaloneXMLRPC should be updated for external users as well; it's not really well written for external developers outside of the launchpad-team.

I guess this feature request i slightly connected to #101969
