Problem Nº1:
When any menu is open an I try to change/
Problem Nº2:
If a menu is open and I want to change the window I'm seeing whit ALT+TAB anything happen.
They are a lot of other situations, but whit this two you understand the situation.
I think the current operation when a menu is open is that all the keyboard is capture by the menu, but I only need the ARROWS and ENTER buttons, maybe the TAB, and not all the keyboard keys.

I think this isn't a gnome-panel only problem, because when a menu from Firefox, or other program, occurs the same situation.
Maybe I'm wrong.
