"Comment on recent change" isn't useful and adds scrolling

Bug Description
When expanding a bug status section, the "Comment on most recent change" isn't useful. Usually it is a non-sequitur. In addition, it contributes to people having to scroll to see the "Save Changes" button, which wastes time.
This could be fixed by removing the text (and equivalent database info).
