can't change admin user by default

Bug Description

when installing plone-site (2.1-1 0) you are prompted to set a username and
password for the default admin user
for the zmi on post-install. no matter what you set the username to be, it only
lets you login (by default) as the
admin user. however the password gets set correctly (but for the admin user).

Does this still occur in with 2.1.2-2 in Dapper? I can't reproduce it.
