SkillDriver gradebook hopelessly broken because of stale code

It is hopelessly broken because it is trying to use the old competency tree model. Also it is somehow getting an error in the section->gradebook adapter even though it's never called and has its own skilldriver->gradebook adapter.

I recommend a complete rewrite.

Is this done and tested, and is there any manual testing needed?
