python documentation URL in kdevelop broken

Bug Description
Binary package hint: kdevelop-data
The python documentation in the integrated browser of kdevelop is broken, the URL doesn't exist any more.
However, the whole docu seems to have been moved as whole block to http://
The wrong file is /usr/share/
It is just one line changed, the URL.

The fix is not perfect as some of the chapter numbers do not match.
I'll talk to the guys of python-doc to provide us a new list/file.
