CPU scheduling causes temporary freeze when unplugged from AC

Bug Description

When unplugging AC power from my Dell D430 laptop, I get a temporary freeze due to the CPUs spiking. This only occurs when logged into Gnome. It does not occur when only GDM is running. Immediately after logging into Gnome, with only the panel and applets running, this problem is apparent.

Syslog shows this at the time of unplugging:

Stopping acpid does not resolve it.

This is caused by gnome-power-manager. When gnome-power-manager is killed, this bug no longer occurs.

This bug did not have a package associated with it, which is important for ensuring that it gets looked at by the proper developers. For future reference you might be interested to know that a lot of applications have bug reporting functionality built in to them. This can be accessed via the Report a Problem option in the Help menu for the application with which you are having an issue. I've 'fixed' this by changing the 'policy_battery' from 'ondemand' to 'powersave'. If you're still interested in debugging this further, please let me know. File requested is attached.
