Bug Description
Just throwing a mildly random idea out there.
While installing Ubuntu, I noticed that my network was configured before that
question about whether the system clock is in UTC. It occurs to me that if the
network is available, it might be possible to contact an NTP server and get the
current UTC time, and use that to guess at sane defaults for this question and
for the timezone question (in the case that the clock is not in UTC).
