Bug Description
I am on CET. Daylight saving was moved to winter time this Sunday at 0300;
Ubuntu has not automatically set the clock.
This is bad. :)

This works correctly in dapper now, see duplicated bug.
For the records, this can be tested with:
# date -u 103000592005.57 > /dev/null; date; sleep 5; date
Sun Oct 30 02:59:57 CEST 2005
Sun Oct 30 02:00:02 CET 2005
In dapper, the gnome panel clock also reacts correctly to this.
