panel.png doesn't support gradients for vertical panels

Bug Description

Binary package hint: ubuntustudio-look

/usr/share/themes/UbuntuStudio/gtk-2.0/panel/panel.png

^ file is a gradient along the Y axis that is tiled along a horizontal panel to provide a beveled look. When used in a vertical bar this turns into a series of vertical gradients, creating an overall wavy pattern that is not desired. If a 90 degree rotated version of the file is created and used, it works for open areas, but the space behind icons and labels still uses the vertical gradient.

A fix would involve

1.) the ability to use said file rotated 90 degrees or add another ~10k file of the file vertically,
2.) a method to apply different themes by circumstance to the paneling behind icons and labels
