Bug Description

Merge account requires update and delete rules to normalise the OpenIDRPSummary

2 IntegrityError: update or delete on table "account" violates foreign key constraint "openidrpsummary_account_fkey" on table "openidrpsummary" DETAIL: Key (id)=(1922797) is still referenced from table "openidrpsummary".

Fix released in launchpad 1.99. Users who tried to merge in the past two weeks that failed can now merge.
