runzope.bat regression

http://svn.zope.org/?rev=67788&view=rev doesn't look like an improvement to me:

- mkzopeinstance has some code to figure out the correct Python version, runzope.bat.in now ignores that completely

- %ZOPE_HOME%\bin\python.exe is the location used by the Windows installer, but hardcoding this location breaks mkzopeinstance for other use cases

- runzope.in still uses PYTHON="<<PYTHON>>", the Windows version is now more different than necessary

AFAICS revision 67788 should be reverted and zopectl.bat.in should be fixed as well.

There's been a number of changes to the script and Windows compatibility. How do the reported problems apply to the current code?

Right. In Zope >= 2.12 this is no longer an issue.
