detect repeated keypress,multiple launch of app's

when some hardware problem in keyboard happens or due to some stuck keyboard key like f1 and when launching multiple application windows something more than 10 will slow down system utterly,to crawling even freezing.to avoid this issue ubuntu should warn when launching of so many applications will stop the system from responding.

 see my system hung when that happened.
