user shell selection not populated from /etc/shells

The drop down list to select the user's shell in the Users and Groups applet is not populated with the choices from /etc/shells. The administrator must manually type in which shell they want for the user, knowing in advance their choices.

The drop down list should be populated from /etc/shells by default.
